NAIOP Vancouver's annual municipal survey of commercial and industrial development costs is published each year. Join us at the October breakfast as we release this year's report.

The objective of the work is to provide membership and the business community with a reference tool that quantifies the costs and processing times associated with typical development projects within Metro Vancouver municipal jurisdictions.

What is the cost of business in Metro Vancouver right now? What should we know about doing business in the region? And what are the challenges that we are experiencing and what are successful developments doing to work with municipalities and stakeholders. Join our panel of experts for a discussion on finding success in today and tomorrow's market.


Graeme Silvera

Graeme has worked in the real estate industry for almost two decades in sales, marketing and development of single and multi-family residential, commercial real estate brokerage and shopping centre, industrial and institutional development and construction project management. He completed his Bachelor of Arts degree with a major in Economics from UBC in 1989. He is Past President of NAIOP Vancouver.


Virginia Bird
Principal at Pottinger Bird Community Relations

A community relations professional with close to 10 years of hands-on experience, Virginia Bird has contributed to a variety of successful development approvals since joining the firm in 2006.

Virginia became a Principal of Pottinger Bird in 2013 and is responsible for management and effective execution of all client programs and projects. She is an active member of the Urban Development Institute and currently serves on the organization's membership committee, women in UDI committee, and communications advisory team. She also serves as a director of the Mole Hill Community Housing Society and the West Vancouver Chamber of Commerce.

Lee Blanchard
Vice President, Industrial Sales & Leasing - Cushman & Wakefield

Lee Blanchard is a top, award-winning senior broker who provides brokerage service to the investment and development community of Metro Vancouver.

Throughout his career, Lee has achieved recognized success across a range of product types. Including industrial land sale conversions to higher and better uses and recent emphasis on land assemblies and multi-family/mixed use developments. Lee has been the number one ranking land sales broker in the country for Cushman & Wakefield from 2008 to 2014. He is committed to long-term projects that often involve complicated negotiations within various municipalities.

Lee is a graduate of the University of British Columbia.

Ian Duke

Ian manages the acquisition, structuring and entitlement of various large mixed-use projects for Westbank in Vancouver, Toronto and Calgary.

A lawyer by training, Ian practiced law for five years in British Columbia before moving into the real estate development industry 12 years ago. He holds a Bachelor of Laws (LLB) from the University of British Columbia as well as a Bachelor of Arts and remains a practising lawyer and a member in good standing of the Law Society of British Columbia.

Geoff Heu
GWL Realty Advisors

Geoff is currently Senior Director of Development, British Columbia Region for GWL Realty Advisors, which is a large Canadian third-party real estate advisor with over $15.9 billion in assets under management and over $3.0 billion dollars of projects under construction or in the development pipeline. Geoff has over 20 years of experience in the real estate development industry and has had exposure to multiple Canadian markets. He has been involved with a wide range of developments ranging from large scale industrial parks, suburban office projects, to master-planned residential communities. Geoff is a graduate of the British Columbia Institute of Technology and the University of British Columbia. He is currently a National Director for NAIOP and was formerly the President of the Vancouver Chapter.
